Job description

The Permitting and Compliance Officer will be responsible for managing and ensuring
compliance with all permits, licenses, and regulatory requirements throughout the construction
and operational phases of the solar PV plant project in Romania. This role involves a deep
understanding of permitting processes, engaging with local authorities, and coordinating with
environmental and regulatory bodies to ensure full adherence to both Romanian and EU
regulations. The ideal candidate will have experience in large-scale renewable energy projects,
specifically in solar PV and environmental compliance.


Permitting and License Management:
• Analyze existing permits and ensure ongoing compliance with all permits and licenses
throughout the construction and operational phases of the solar PV project.
• Prepare and submit permit applications, ensuring all necessary documentation is
complete, accurate, and in compliance with local regulations.
• Track and monitor the status of permit applications, following up with relevant authorities
to ensure timely approval and resolution of any issues.
• Engage and communicate with local authorities and regulatory bodies, providing them
with required documentation and updates on the project’s status.
Compliance Monitoring:

• Monitor ongoing compliance with conditions or stipulations outlined in the permits and
licenses, ensuring that all requirements are met during construction and into operation.
• Conduct regular compliance audits to ensure that all environmental, legal, and regulatory
obligations are being met.
• Track and report on any changes in relevant laws or regulations and update the project
team accordingly.


Environmental Impact and Regulatory Assessments:
• Coordinate and oversee environmental impact assessments (EIAs) and ensure
compliance with Romanian and EU environmental regulations.


Stakeholder Engagement and Community Relations:
• Engage with local communities and stakeholders to address concerns regarding
environmental impact, permitting, and compliance issues.
• Provide information and clarity to local residents and stakeholders on the project’s
progress and any potential impacts or concerns.
Record Maintenance and Documentation:
• Maintain organized records of all permitting, compliance, and environmental impact
activities, including applications, approvals, reports, and correspondence.
• Ensure all permitting-related documents are readily accessible for auditing or regulatory
review.


Collaboration with Project Teams:
• Work closely with the project’s engineering, construction, and environmental teams to
ensure that the project complies with all regulatory requirements throughout the
construction phase.
• Collaborate with legal teams to review and interpret regulations, ensuring that any
permitting-related legal obligations are met.



Requirements


Education:
• Bachelor’s degree in Environmental Science, Law, Engineering, or a related field.

Experience:
• Minimum 3 years of experience in permitting and compliance management for large-scale
renewable energy projects, particularly in the solar PV sector.

• Familiarity with permitting and environmental regulations in Romania and the EU,
particularly for large-scale infrastructure projects.
• Experience in coordinating environmental impact assessments (EIAs) and engaging with
local authorities and regulatory bodies.
Skills & Competencies:
• Strong knowledge of permitting processes for renewable energy projects, including
required documentation, approvals, and compliance monitoring.
• Excellent research skills to understand and track local and international environmental
regulations and industry standards.
• Proficiency in reporting and document management, ensuring all necessary records are
maintained and up-to-date.
• Strong communication skills to engage effectively with stakeholders, including local
communities, regulatory bodies, and project teams.
• Ability to interpret regulations, environmental guidelines, and other legal documentation
effectively.


Language Skills:
• Native language is Romanian and proficiency in English (both written and spoken) is
essential.
