Job description

The High-Voltage Consultant will be responsible for facilitating and managing all communication
and coordination between the project team and Romania's Transmission System Operator (TSO)
during the design and construction phases of the 220 kV substation. This role focuses on
ensuring compliance with TSO regulations, handling approvals, and addressing any technical
issues related to the grid connection. The consultant will leverage their extensive experience with
the TSO to ensure smooth interactions, efficient problem-solving, and effective alignment between
the project and the grid operator.

• Coordinate with TSO: Act as the primary liaison between the project team and TSO for all
issues related to the substation’s integration with the national grid, ensuring that all
requirements and timelines are met.
• Manage TSO Approval Process: Ensure that all necessary approvals, permits, and
documentation required by TSO for the grid connection of the 220 kV substation are
obtained in a timely and efficient manner.
• Facilitate Technical Discussions: Organize meetings with TSO management and
technical and administrative teams to address issues, clarify requirements, and ensure
alignment between the substation construction and national grid integration.
• Resolve Grid Integration Issues: Address and coordinate the resolution of any technical
challenges or grid integration issues that arise between the project team and TSO,
ensuring that project timelines and regulatory requirements are not compromised.
• Support in System Testing and Commissioning: Offer consultation during the testing
and commissioning phase to ensure that TSO’s requirements are met for grid connection.

• Streamline TSO Communication: Ensure that communications with TSO are clear, well-
documented, and efficient, reducing delays in approvals or problem resolution.

• Reporting: Provide regular reports on the status of TSO interactions, including meeting
summaries, approval progress, and resolution of key issues.



Requirements

Experience:

o Minimum of 10 years of experience working in high-voltage systems or grid
integration, with a strong focus on coordinating with TSO or similar transmission
system operators.
o Significant experience working directly within Romania’s TSO or other similar
entities, with a deep understanding of the TSO’s processes, regulations, and
technical requirements for high-voltage substations.
o Experience managing or facilitating TSO approvals, permits, and technical
documentation for substation grid connections is highly desirable.

Skills & Competencies:

o Deep knowledge of Romania’s electrical grid regulations, including high-voltage
substations and grid connection protocols.
o Excellent communication, negotiation, and relationship-building skills to engage
with TSO management and technical teams effectively.
o Proven ability to organize and lead meetings, facilitating quick decision-making and
issue resolution between the project team and TSO.
o Strong problem-solving skills, particularly related to grid connection issues and
integration of high-voltage infrastructure with existing transmission systems.

Language Skills:
o Native Romanian (spoken and written) with a intermediate or high level of
proficiency in English (spoken and written) for technical discussions and
documentation.
o Ability to effectively communicate technical information to non-technical
stakeholders.
